The Scottish Government wishes to commission the Scottish Crime and Justice Survey (SCJS) for 2016/17, 2017/18, 2018/19 and 2019/20.The new SCJS will be a cross-sectional, nationally representative, disproportionately stratified, random probability sample survey of private households in Scotland.The survey will change from a biennial design to continuous fieldwork. The survey will have an annual target sample size of around 6,000 households. As a single adult is interviewed per household the target number of household and individual interviews are identical. Interviews will be administered using Computer Aided Personal Interviewing (CAPI) and Computer Aided Self Interviewing (CASI). The overall response rate will be at least 68 %.There are three broad themes in the content of the survey: a victim form for establishing the extent of crime & victimisation across Scotland; subsequent full and quarter sample ‘modules’ asking attitudinal and perception based questions; and a self-completion questionnaire currently covering prevalence of drug taking, partner abuse, sexual victimisation, stalking and harassment.Unlike the SCJS in 2012/13 and 2014/15, which features biennial fieldwork, fieldwork will run continuously each financial year. This research specification outlines the requirements for four sweeps of the SCJS (2016/17, 2017/18, 2018/19 and 2019/20), with the option of two further sweeps (2020/21 and 2021/22) to be decided at a future date.Survey fieldwork will run from:— April 2016 to March 2017 for the first sweep;— April 2017 to March 2018 for the second sweep;— April 2018 to March 2019 for sweep three; and— April 2019 to March 2020 for sweep four.The optional extension will cover two sweeps, from April 2020 to March 2021 for sweep five and April 2021 to March 2022 for sweep six.
