Subject matter of the contract are services re. the implementation of a feasibility study on the preparation of a ‘Get Fit Program’ for Zambia. The ‘Get Fit Program’ aims at overcoming investment barriers for private developers of small scale renewable energy projects (up to 20 MW). ‘Get Fit’ stands for Global Energy Transfer Feed-in Tariff.The study will be carried out in two phases which have the following objectives:Phase I:— To assess the potential for a Get Fit Program in Zambia;— To define the scope and components of a GET FiT Program for Zambia.Phase II:— To propose implementation structure and mechanism taking into consideration the Zambian context.Scope of Work:Phase I.The Consultant will give an assessment of the potential for a Get Fit Program in Zambia. This will involve an assessment of all factors that will impact a successful Get Fit Program in Zambia (determination of existing opportunities and challenges for setting up a Get Fit Program in Zambia). The Consultant will be required to develop a ‘project pipeline’, i.e. a list of potential projects which could be supported under the Get Fit Programme.The Consultant will describe and analyse the legal and regulatory frameworks in the Zambian electricity sub-sector as well as the institutional framework and determine how these will impact a Get Fit Program in Zambia.Phase II.The Consultant will propose the contents and structure of a Get Fit Program Zambia, including whether only on-grid or also off-grid generation capacities should be supported. The Consultant will design and develop in detail components of Get Fit Program Zambia (Tool Box) to address the key issues in the Zambian context. The Consultant will develop a full implementation mechanism for Get Fit Zambia, with a proposed Institutional Set-up as well as Eligibility Criteria.A full financing proposal for potential financiers of the programme shall be developed. For more information on the GET FiT concept the information on the website of the already operational GET FiT Programme in Uganda can be consulted (www.getfit-uganda.org). However, this serves only as an orientation. The GET Fit Concept for Zambia has to be tailor made to the local context in order to address the key bottlenecks for private investments in RE in Zambia.The Contracting Authority will conclude a consulting contract on the provision of the above described consultancy services with one economic operator for the duration of approx. 5 months for Phase I and 5 months for Phase II (‘Consulting Contract’). Phase II will only be implemented if the key stakeholders agree to take the project forward based on the results of Phase I. KfW therefore reserves the right to terminate the Consulting Agreement after the implementation of Phase I. In case Phase II will not be implemented, the economic operator will not be entitled for any remuneration for Phase II.The Contracting Authority has concluded a consulting contract on the provision of the above described consultancy services with one economic operator.
