Leeds Adult Social Care have a statutory duty to provide home care services and support to people who have eligible needs and are therefore tendering out its requirement for community based home care services for adults (those aged over 18). The aim of the service is to provide care and support that will help people maintain their independence to enable them to live longer within their own communities.The city of Leeds will be split into 6 geographical areas, and a contract will be awarded to one single home care provider for each area. In addition to the 6 lots there will also be a supplementary framework agreement (lot 7) which will act as a contingency where a primary contractor is unable to pick up new work.Contract value and timescales — It is intended that the contracts, and framework, will commence 1st June 2016 for a duration of 5 years. Current spend on home care is circa 27 000 000 GBP per annum, however the Council cannot guarantee that all current indicative hours will be transferred to the successful tenderers as Service Users may choose to utilise the option of a personal budget in ways other than a Council Commissioned service.Tenderers should also note that the Council has recently signed up to the Unison Ethical Care Charter, and all providers awarded a contract will be expected to pay staff travel time and travel expenses from the commencement of the contract. The Living Wage will also be introduced at some point during the lifetime of the contract.
