The objective of the framework agreement is to ensure the contracting authority access to qualified recruitment assistance in employment cases where the contracting authority finds this necessary. The main assignments within each recruitment assignment will be all or parts of the recruitment process. Tenderers must, thus, expect to be able to assist with individual assignments in a recruitment process, but also be able to take care of independent delivery responsibility for a complete recruitment process.The assistance is requisitioned and call-offs by the contracting authority as needed in each individual process.The trade divisions and the staff of the Norwegian Customs have their own employment authority and are authorised to hire in their fields. The HR department has the professional authority for recruiting, and shall quality assure all employment processes and is the contracting authority towards the provider of recruitment services.The tenderer will participate in recruitment processes that span the entire country, but assistance is expected to be carried out from the tenderer's premises and/or one of the Norwegian Customs ́s locations (primarily Oslo, Moss and/or Bergen). Some travel activities must be expected for some recruitment processes.
