This competition concerns agreements on a duty to deliver newspapers subscriptions to subscribers who do not have other newspaper
distributions, in accordance with the Postal Services Act of 4 September 2015 no. 91 (the "Postal Act") § 6 and 7 second sections,
cf. the regulations on post by 18 September 2015 no. 1063 ("The Postal Regulations") § 19. The service is characterised as
a service of general economic importance. The procurement is expected to be carried out in accordance with the EEA agreement
́s rules on public support and the so-called Altmark criteria. The Ministry of Transport ("the Contracting Authority") shall
procure postal services in the form of newspaper distribution on Saturdays and three scheduled weekdays (Tuesdays, Thursdays
and Fridays) in counter-cyclical distribution to ordinary postal deliveries. Counter-cyclical distribution involves the delivery
of subscription newspapers on only the weekdays that the individual address does not have post deliveries. Such services shall
be provided in the geographical area stated in the Requirement Specifications in Annex 1.3, 2.3, 3.3 and 4.3 - Point 3 ("The
Geographical Area"). The geographical area is divided into two delivery areas, delivery area B and delivery area C.Tenderers
can submit tender offers on agreements for distribution on Saturdays and/or tenders for contracts for distribution in the
days of the week. Tenders can be submitted for both Saturday distribution and weekday distribution, but there must be separate
tenders. Separate tenders shall also be submitted for each delivery area.One contract will be signed for the distribution
of newspapers per delivery area for weekday distribution and Saturday distribution respectively. The contracting authority
will thus enter into four total agreements. Contract terms that shall apply to the four contracts are in the attached agreements,
cf. annex 1.0 (Saturday distribution north), annex 2.0 (Saturday distribution south), annex 3.0 (weekday distribution north)
and annex 4.0 (weekday distribution south). When the contracts are signed, in each individual contract, it will be specified
which part of the Geographical Area the contract applies to in a separate Annex 1 belonging to each contract.The contracts
will be signed for one year, with an option for the contracting authority to extend the contract for a further one year.The
estimated value for each of the contracts is estimated to be between NOK 100,000,000 excluding VAT, to NOK 100,000,000 excluding
VAT. NOK 150,000,000 excluding VAT for the entire contract period, including the option year. The estimated total value for
the 4 contracts included in this procurement is from NOK 400,000,000 excluding VAT to NOK 600,000,000 excluding VAT for the
entire contract period including the option year. The estimated value is not binding for the contracting authority.
