Tromsø municipality would like to enter into a cooperation with Telia to use their mobility data in a pilot that shall be carried out in Tromsø municipality. Mobility ́s data is information on where and when mobile telephones move in an area, which can give us a picture of people's travel habits and needs. The aim of the pilot is to gain more insight into how people move in the municipality and how this affects traffic, the environment and quality of life. Tromsø municipality will use the data to analyse travel patterns, identify bottlenecks and possibilities and suggest measures to improve mobility in Tromsø. Tromsø municipality hopes that this pilot will contribute to develop smarter and more sustainable systems for Tromsø and its inhabitants. Tromsø's city growth agreement, Tenk Tromsø, is working on measures for walking, cycling and public transport travellers with the goal of zero growth in passenger car traffic. For this work, the most updated knowledge of where and how the city's population moves is required as much as possible. Collecting mobile data is a good supplement for this, especially for travel currents between central destination points. Separation between road users is important for interpreting data correctly, i.e. between walking, cycling, public transport and driving. As a starting point, distribution between these is more important than concrete and precise figures for the number of travellers, but the greater the degree of detail provides the greater precision in proposals for the scope of the initiative. The procurement value is estimated to be below the national threshold of NOK 1.3 million.
