According to art. 148 from Law 99/2016 in conjunction with art. 19 from GD 394/216:- “the Contracting Entity has the right to organize market consultations in order to prepare sectorial acquisitions, by reference to the scope of the sectorial contract, and in order to inform the business operators regarding the acquisition plans and their requirements, making this known through SEAP platform, as well as by any other means". “the Contracting Entity may perform a market consultation as part of the sectorial acquisition process within the planning / preparation phase, which is initiated by publishing a consultation notice in SEAP, as well as by any other means". The Contracting Entity intends to initiate an acquisition procedure for concluding a Lump Sum Turnkey (LSTK) contract for an offshore field development project considering offshore Drilling of two sidetracks including all associated services and materials in a water depth of approximately 50 m, with subsequent production though an early production facility that is able to drive 2 ESPs and inject usual production chemicals. The scope of the market consultation is to seek the views, suggestions, and recommendations of interested parties on the specific elements to be provided in order to prepare the acquisition procedure documents. The views, suggestions and recommendations reflected on this market consultation provide an identification on the approach of the Contracting Entity may take, but do not constitute a final position or a formal proposal by the Contracting Entity.
