Viken county intends to enter into a contract with Cegal AS for the further development of Digital Insight and Vams.This intention notice informs tenderers that Viken County intends to enter into a contract with Cegal AS, cf. the Public Procurement Regulations (FOA) § 21-5.Viken county shall procure services for the management and further development of "Digital Insight". These are currently Oracle based services that include the following:1. Vikens BI and a data warehouse system ("Digital Insight").2. Historical reference bases from before Viken County was established.The historical bases are static. They are a part of the same platform, but make up a small part of the future delivery."Digital Insight" has been developed by and in close cooperation with Cegal AS. The most significant part of Cegal ́s contribution has been regulated through a contract for consultancy services, in which we as a customer have used our right to extend the contract up to and including 2023. Viken wishes to extend the contract annually with Cegal up to and including 2026 for the establishment of three new counties and one IKS from 1.1.2024.It is a comprehensive task to adapt Digital Insights for use in three independent counties from and including 2024. Digital Insight is used in Viken, among other things, for finance and HR follow-up. There is therefore considerable integration from the ERP system, with specially adapted and automated jobs. These facilitate data for the users, whether they have general management assignments or work on more specific control assignments. Many dashboards have been developed in the system, which also makes it necessary for us to have the same supplier during the establishment.A project is being reviewed for the day around the new ERP system for Akershus, Buskerud and Østfold counties, which can influence future strategy in the area of use of Digital Insight. VAMS is a system for administering and managing the pupils' and employees ́ PCs, identity and keycards. Viken county has examined the market and estimates that only Cegal AS can provide this service. It is necessary to ensure further development, adaptation and management of integrations, data warehouse and BI system.The terms for holding a procurement without announcing a competition are therefore considered fulfilled, cf. the Public Procurement Regulations § 13-4 letter b no. 2 as there is only one tenderer who can carry out the service.
