The aim of the contract is to cover Oslo municipality, c/o the Agency for Health ́s need for standard electronic multi-dose and medicine dispenser with the accompanying administration system. The contract starts 2 February 2024 and lasts to a maximum of 19.11.2025.Based on the contracting authority ́s surveys and knowledge of the market, Dignio AS is the only supplier that covers the contracting authority ́s needs and offers both electronic multi-dose and medicine dispensers with the accompanying administration system that fulfils the contracting authority ́s requirements. The reason for not making a procurement is that, due to technical reasons, there is only one supplier in the market who can fulfil the need, cf. the Public Procurement Regulations § 13-4 letter b, no. 2. It is only through agreement with Dignio that Oslo municipality receives standard electronic multi-dose and medicine dispensers that satisfy Oslo municipality's comprehensive quality requirements, including functionality, user friendliness privacy, information security, operation and management, as well as external legal requirements for both electronic multi-dose dispenser and electronic medicine dispenser (doset). There were no other tenderers at the previous procurement who met all of these requirements. There is no basis for any other suppliers who can deliver this type of both multi-dose and medicine dispensers outside Dignio AS and the terms in the procurement regulations § 13-4 letter b, no. 2 "competition is impossible for technical reasons..." are therefore considered to be fulfilled.
