The aim of the agreement is to cover Oslo municipality, c/o the Agency for Health ́s need for reinforced electronic multi-dose dispenser with the accompanying administration system. The contract will start 13 October 2024 and it will last to a maximum of 19.11.2025 Based on the contracting authority ́s surveys and knowledge of the market, Evondos AS is the only supplier who can cover the contracting authority ́s needs and who offers strengthened electronic multi-dose dispensers with the accompanying administration system that fulfils the contracting authority ́s special requirements for security and capacity. The reason for not making a procurement is that, due to technical reasons, there is only one supplier in the market who can fulfil the need, cf. the Public Procurement Regulations § 13-4 letter b, no. 2. It is only through agreement with Evondos that Oslo municipality has strengthened multi-dose dispensers that fulfil the municipality ́s special requirements for security and capacity in addition to external legal requirements. No other tenderers met these requirements at the previous procurement. There is no basis for there being any other suppliers who can deliver this type of reinforced multi-dose dispensers besides Evondos AS and the terms in the procurement regulations § 13-4 letter b, no. 2 "competition is impossible for technical reasons..." are therefore considered to be fulfilled.
