The requirement is for economic operators to provide a variety of services that includes environmental, highways and street lighting, and technical services. These are to be provided over a period of 15 years and may be extended up to a period of 23 years.The Council acting as lead authority for the Identified Bodies set out in II.1.2 is seeking economic operator(s) to work with in partnership to deliver a range of environmental services (Lot 1a / Lot 1b), highways and street lighting (Lot 2a / Lot 2b) and technical services including property (Lot 3).In so doing, the Council's intention is to deliver significant net budget gains whilst continuing to provide the best possible level of service to the residents and businesses of Trafford and Manchester.The Council also seeks commercial development of services where practicable and mutually beneficial (with risk predominantly borne by the partnering economic operator).In addition to increased efficiency and delivering cost savings, the Council will require the selected economic operator(s) to offer benefits to the Council and Manchester, in relation to Lot 1b, to include investment and the preservation and creation of local jobs. To deliver these desired outcomes, the Council would expect to incentivise the economic operator(s) and to share commercial benefits over the lifetime of the contract(s).Reflecting the diverse range of services, they will be offered in 3 Lots, 2 of which will be made up of 2 sub-Lots, as set out in II.1.8. Economic operator(s) will be able to bid for each Lot and/or any combination of Lots (and sub-Lots) as outlined below.It is the Council's intention that the Lots and/or each Lot may carry its own contract term of up to 15 years with agreed term break clause(s) to be agreed in the course of the competitive dialogue process. The Council reserves the right to extend the contract term of the Lots and/or each Lot up to a maximum period of 23 years.This is intended to allow for changes in future requirements, which could include changes in financial resources, service standards and corporate priorities.The Council is seeking the delivery of services specified within the Lot(s) from its chosen economic operator(s) and it is to be noted that associated business support services connected to the Lots will be included in scope.
