Background Information.The Healthcare Quality Improvement Partnership (HQIP) has been requested to commission a National Learning Disability Mortality Review Programme on behalf of NHS England (NHSE).The aim of this programme is to drive improvement in the quality of health and social care service delivery for people with learning disabilities (LD) and to help reduce premature mortality and health inequalities in this population, through national and local mortality case review. These reviews will support health and social care professionals, and policy makers to clarify the contribution of various causes of death to the overall burden of excess premature mortality for people with learning disabilities; identify variation and best practice; and assess the impact of service change leading to the identification of key recommendations for improvement.The programme aims to complement and contribute to the work of other agencies such as the Learning Disability Public Health Observatory, academic research studies, NICE, the CQC inspection programme, Local Government Associations, The Transforming Care (Winterbourne View) Improvement Programme, as well as Third sector and voluntary agencies.Specifically it seeks:1. To put people with LD and their families at the centre of the development and delivery of the work programme.2. To drive improvement in the quality of health and social care service delivery for people with learning disabilities to reduce the prevalence of early mortality and health inequalities in this population, through national and local mortality case review.3. To assess service delivery locally and nationally, identify variation (eg. across areas) and best practice, and assess the impact of service change.4. To highlight gaps in the provision of integrated care for patients with LD and provide recommendations on how these can be addressed.5. To identify key audiences and target and disseminate key messages and recommendations for improvement to them.6. To influence practice change at individual professional/clinician/allied health professional level.7. To influence change in policy and service provision at national level with Government, NHS England, Public Health England and Local Government Association.8. To support commissioning and service redesign by helping commissioners understand their opportunities to improve service delivery, reduce variation and learn from best practice.9. To contribute to a move towards equality of treatment and Parity of Esteem for people with LD and help tackle the systemic contributors to the health and access inequalities they face.1.2. The Requirement.This procurement seeks to appoint a provider to establish a National Learning Disability Mortality Review Programme in England. The contract will be for three years in the first instance, subject the availability of continued funding for this period. The appointed provider will deliver the following work streams.:Part A: National Mortality Review Function.This work stream will comprise of the following functions:— The development and establishment of a methodology for the case review of deaths of people with learning disability;— The development of a web based portal for case review;— The review of selected cases according to an agreed rolling programme of thematic priorities;— In collaboration with stakeholders the development a core dataset for use by local review teams reviewing the deaths of people with learning disability;— Aggregation, analysis and reporting on core data for all deaths reviewed locally.Part B: National Themed Reviews.A rolling programme of thematic reviews will be undertaken over the three year contract period.Part C: Support of local reviews carried out by Local Authorities (LAs) and Clinical Commissioning Groups (CCGs)This work stream will comprise of the following functions:— The development and roll out of a core dataset for use by local review teams reviewing the deaths of people with learning disability;— The development of standardised practice for local reviews using standardised tools The provision of strategic support to promote the new review process, to help identify leaders in local areas, and to support the development of local case reviews of deaths of people with learning disabilities through the sharing of best practice;— The provision of support to local areas in their development of action plans, further to their identification of lessons learnt following their case reviews.NB: Local reviews are funded through local funding arrangements and not through this contract.Part D: Additional Projects.Alongside the mortality reviews project proposals for three projects will be submitted by the service provider to the Independent Advisory Group for assessment and a timetable for their roll out will be managed by the IAG across the 3 years of the contract.
