The Contracting Authority is the municipality's professional body in relation to roads, road traffic and public transport on roads. The agency is responsible for the administration of the municipal roads with a total length of 1 245 km, of which 287 km are standardised county roads. The Contracting Authority has been delegated Oslo municipality's decision-making authority on traffic and parking regulation signs, warning signs and information signs. C.f. the Signage regulations § 29. As an administrator of the municipal roads, the agency is responsible for installation all new signs, as well as operation and maintenance of all existing signs. The total number of signs is approx. 150 000 units. Temporary signage in connection with public arrangements, as well as all road marking.The contract includes elements of supplies and services, where the element of services is the dominating part of the contract. The assignment includes tasks regarding installation of new signs, operation and maintenance of standardised traffic signs, as well as temporary signage in connection with certain public events in Oslo. The assignment also includes installation of signs in connection with the studded tyre fee system.
