The Council is seeking a supplier to deliver the Youth Employment Gateway Programme in Wirral. This programme will support eligible young people into sustainable employment and forms part of a wider programme delivered across the Liverpool City Region.The successful supplier will be expected to locate delivery of this programme at suitable, accessible premises in Wirral and provide Job Coaches who will work with young people on a one-to-one basis and provide a personalised package of support, in order to manoeuvre them into sustainable employment.Duties of the Job Coach include, but are not limited to, working with young people to:— explore ambitions and employment goals, including barriers to achieving them;— produce a customised action plan to be agreed/updated following each contact with the young person to record agreed actions and progress against the achievement of them;— provide relevant job coaching advice/support to provide the young person with the relevant skills/tools to apply for work (such as enhanced interview skills, a quality CV, completing application forms, applying for jobs on-line etc.); and— conduct employability skills assessment and, where appropriate, refer to other appropriate provision available to the young person.A further element of the programme will test the comparative effectiveness of two flexible budget models where the Job Coach will use ring-fenced funds within the budget available for this programme to source additional goods/services that the young person needs to support them into employment. Job Coaches should be suitably qualified (to NVQ level 3 Information Advice and Guidance or EU equivalent) to be able to advise on other relevant provision available to the young person as well as employment opportunities as they arise. After a young person has started work, the Job Coach will continue to work with them for a further 6 month period to help them to sustain their employment and, where appropriate, progress in work.The successful supplier will be expected to achieve a range of targets and outcomes, including the number of young people starting on the programme, entering employment and sustaining employment; working to clear definitions on how to measure these. The programme will be subject to independent evaluation and the supplier will be expected to cooperate with this.The contract is for a maximum period of 33 months and is divided into 2 phases: with the 1
phase commencing in April 2015 with a project closure date of 31.8.2016 (with an approximate value of 286 074 GBP, with 100 500 GBP of these funds ring-fenced as discussed above). A second phase of the contract may, at the Council's absolute discretion, commence in October 2015 but funding for this 2
phase has not yet been confirmed. Applicants should note that as at the contract award date, only funding for phase one of the contract is confirmed. If the Council receives funding from the European Social Fund, Youth Employment Initiative or any other European fund for phase 2 of the programme and decides (at its absolute discretion) to extend the contract to include this second phase, the supplier would be required to comply with the terms and conditions attached to this grant funding, which could amend the delivery model, duration targets, value and eligibility of the programme. Phase 2 of the project is valued at approximately 1 958 197 GBP (with 637 500 GBP of these funds being ring-fenced as discussed above).
