The aim of the procurement is to enter into a framework agreement for HE-colouring and covering paraffin incisions where the price given per colouring of incision includes the instrument, reagents and all the necessary consumables. The included machine is the tenderer's property for the entire contract period.A fully automated colour/covering machine is wanted, which will be used in routines operations at the department for pathology and medical genetics. The instrument shall be suitable for carrying out routine colouring of histological paraffin incisions. We would like everything from baking/heat treatment, de-paraffin, HE-colouring, covering and drying to be included in the same system. The contracting authority would like a modern instrument with good development possibiltiies, also as regards monitoring and tracing reagents and samples. The instrument shall also be able to be used for only de-paraffin and covering. It must be possible to run the instrument without supervision. The introduction of the instrument must lead to improved work flow with less monitoring and ‘hands-on’ for employees, in addition to shorter delivery times from the Histology laboratory. The provision of the required training for all personnel who work in the affected unit must be included in the delivery. The tender is for a 4 — four — year framework agreement for price per colouring of incisions with an option for a further 3 — three — years (1+1+1) year for the department of pathology and medical genetics at St. Olavs Hospital HF.The contracting authority ‘produces’ colouring of an estimated 120 000 incisions per annum, of which 4 000 per annum are large incisions. The department expects an increase of approx. 10 % per annum in the contract period and the expected capacitiy is 1 000 incisions per day. The contracting authority emphasises that this is only an estimate. In order to be able to handle the current need, as well as any future increases, tenderers shall check that the offered system shall be able to handle this. The contracting authority emphasises that the contract shall be for the price per incision in accordance with the contracting authority's description in point. All components such as reagents, consumables and the machine shall be included in the tenderer's tender.St. Olavs Hospital HF has contracts for object glass, cover glass and alcohol and requests therefore tenderers to price these separately in the tender in Annex B — Price Form. Clarification shall be given as to whether the above mentioned consumables are equipment or method dependent. If a tenderer does not add prices for object glass, cover glass and alcohol, the contracting authority's existing prices/contracts will be added as a basis for comparing the received tender. The delivery of consumables shall be ageed with the chosen tenderer well before the start-up. A delivery plan with deliveries twice a month will be made in cooperation with the chosen tenderer. The chosen tenderer is expected to build up a store of products equivalent to one months consumption so that there are no interruptions to operations due to a lack of consumables. The chosen tenderer must describe how he, in cooperation with the medical technical department, will contribute to uninterrupted operation of the instruments. Necessary training of medical technical personnel (two persons) must be included in the tender (Ref: must-requirements in annex A).Questions will not be answered in the period 13.7.2015-9.8.2015 due to staff holidays. The tender deadline is, for this reason, extended until 24.8.2015, so that any questions that come in the period 13.7.-9.8.2015 can be answered continually from 10.8.2015.The start date of the framework agreement in Mercell is ‘an estimate’.The Contracting Authority uses Mercell Sourcing Service.
