Thames Water Utilities Limited intends to award a framework agreement for the design, development, supply and maintenance (or any individual elements of these areas) of a new smart valve key that will be used by network service technicians to control the operation of valves on Thames Water's clean water network. The product will record the data about all valve movements and will automatically transfer the data to the Network Management Centre (NMC) to provide them with real time information about the status of the network.It is expected that the successful supplier(s) will provide all on-going technical support of the device, including end user training, hardware maintenance/repair and software support, upgrades for the duration of the framework agreement.Some of our key high level user requirements are shown below. This list is provided as an indicator of key user requirements only and is not exhaustive. Our key high level user requirements include, without limitation, the following:1) The unit needs to be of a robust design and be constructed so that enough torque can be generated through the device for an operator to turn larger valves. Materials used in the construction of the unit should be lightweight wherever possible to enable easier handling for field based staff.2) Each smart valve key is to have a unique ID and must also be able to record time and date information.3) The product must be able to record and display the number of key turns and the turn direction on shutting or opening of the valve.4) When the smart valve key is placed on a valve it needs to identify certain specific valve information, including valve size and Geographic Information System (GIS) reference.5) Data collected by the smart valve key needs to be transferred to SAP, GIS and Permit to Work (PTW) systems. GIS will be showing real time valve movements. The smart valve key needs to be able to download data remotely.6) Any unauthorised valve movements using the smart valve key to be flagged up by an alarm at the Network Management Centre (NMC).7) Battery life of the unit must last between 10-12 twelve hours between charging. An alarm notification to be transmitted from the unit to the NMC when the battery status is at less than 10 % capacity.8) The successful supplier(s) will be required to produce and manufacture a smart valve key that will be adaptable to fit different valves/depths and sizes.
