Sandwell MBC has awarded it‘s contract for SHW 34 Replacement UPVC Double Glazed Windows.The Council entered into a Term Contract with two contractors to undertake the replacement of previously single glazed windows/doors with PVCu double glazed units to Council owned properties up to 5 storey within the borough of Sandwell. The properties consist of all municipal housing, varying in age from five to one hundred and fifty years, of both traditional and systems built construction. The contract will include for additional ancillary repair works associated with the replacement of windows and access.The contract will be on a supply and fix basis, based upon a schedule of rates.No guarantee can be given as to the number of properties to be covered by the contract during the contract period.The contract is to be divided between 2 contractors.The approximate annual spend is 3 000 000 GBP (net of VAT), to be divided between 2 contractors.The contract is for 12 months with the option to extend by a further 12 months.Suitable organisations will be expected to demonstrate a thorough knowledge and experience of working in occupied residential properties, tenant liaison, performance management, equal opportunities, health and safety and local labour.Applicants have proved to the Council that they are of sufficient stature and have sufficient financial standing to perform the requirements of the Contract.The Council have obtained an independent financial report for all private limited or public limited companies that have registered trading accounts with Companies House from ICC Information Ltd, a business information service provider, who undertake assessments of trading accounts that were registered at Companies House.Where appropriate and if necessary (in the event of a applicant not having registered trading accounts with Companies House), the Council has considered copies of audited statements of accounts relating to the applicant covering the 3 previous financial years of the applicant, taking into consideration the overall turnover of the applicant in respect of the services which are of similar type to the subject matter of this Contract.The levels of insurance cover required for this agreement are as follows:Public Liability Cover: 5 000 000 GBP per claim and:Employers’ Liability Cover: 5 000 000 GBP per claim.The council is committed to ensure that all ‘social’ benefits are maximised from all investments and developments created within Sandwell and the neighbouring area as a consequence of their procurement.As part of this contractual agreement the council requests that all parties acknowledge the Council's Social Responsibilities and would like acknowledgement of its ‘think Sandwell’ ethos to ensure local employment and skills opportunities come about as a consequence of the contract.The top eight Pre-Qualification Questionnaire applicants who met the defined minimum selection criteria and who achieved the eight highest scores (or more if the number of tied bidders takes the total to over 8) were sent the tender documentation.The selection criteria were set out within the Pre Qualification Questionnaire however applicants will be required to demonstrate membership and accreditation of CHAS/SSIP, Constructionline, FENSA or the national equivalent.The award Criteria was stated in the specification and tender documents.
