Oslo municipality c/o the Agency for Urban Environment is responsible for, among other things, the operation and maintenance
of the road network and urban areas in Oslo. We currently have four service contracts for operation and maintenance of the
road network. The contract work includes, among other things, winter operations, including snow shovelling, salting, gritting
and transportation of snow. To ensure accessibility in the event of large amounts of snow, polluted and salty snow must be
transported away from the streets. The Agency for Urban Environment had an agreement with NCC Norge AS for the use of a snow
melting barge for handling polluted snow. The contract expired 31 March 2023. The Agency for Urban Environment has been working
strategically for several years to find alternative solutions for handling polluted snow. Currently there are no other systems
in the market that fulfil the Manager ́s requirements for the discharge of melt water. After a direct procurement, the Agency
for Urban Environment has entered into a new contract with NCC Norge AS for the receipt and treatment of polluted and salty
snow. Description of the procurement: The procurement covers the Agency for Urban Environment ́s need for reception and handling
of polluted and salty snow that is driven away from the streets in order to ensure traffic safety and comply with requirements
and expectations for mobility and accessibility for all road users. The snow reception can handle at least 500,000 m3 snow
over a 12 week period and continuous amount flow (short-time capacity) of minimum 500 m3/hour and handles snow polluted by,
among other things, environmental toxins, particles, microplastics, sand, gravel, salt and garbage. The procurement also safeguards
the removal of gravel, sand, sludge and other waste left after snow melting in accordance with the requirements for delivery
to a certified reception with a licence in accordance with the Pollution Act. Sludge after snow melting is not considered
pure soil, but waste. Such waste can contain environmental toxins and categorised as commercial waste, which, in accordance
with the Pollution Act § 32, shall be delivered to an approved landfill or treatment facility.
